Beitler proposed a 2,000 foot (AGL) tall broadcast tower. It would be a mixed-use development designed to be a functional complement to the area. It would include a broadcast antennae platform for high definition television (HDTV), radio, cellular telephone and emergency transmitters.
The tower would also have a parking facility at its lower level with tourist attractions at the very top including an observatory and restaurants. Designed by world renowned architect Cesar Pelli, the broadcast tower would be the tallest structure in Chicago and North America.
